Consular activity is composed of a constellation of civil and legal acts whose objective is to protect, give support to and especially defend the interests of national citizens, either individual or as a collective group, residents or in individuals in transit in the Receiving State, while complying with international law on consular matters and applicable legislation to foreign residents in that State.
In order to protect, give support to or defend anyone, before anyone or anything, it is imperative that the individual being defended be beforehand identified as a citizen of the Sending State. It is from this perspective that, of the many acts that Consular Missions perform, the CONSULAR REGISTRATION, which consists of the correct IDENTIFICATION of the citizen as a national citizen once the individual has been located in time and space.
This voluntary act, whose initiative thus depends solely on the individual’s interest in doing so, must be processed by the CONSULAR MISSION. THE CONSULAR REGISTRATION constitutes a major pre-requisite without which a national citizen cannot benefit from any Consular Act, such as:
Registration of Birth;
Registration of Marriage;
Title of Travel issued on his/her behalf, etc., etc.;
VITAL RECORDS CONSULAR ACT
A Vital Records (Registo Civil) Consular Act is every act that pertains to legal facts, which create, modify or extinguish the Civil Status of National Citizens who are residing, or occasionally, abroad, whose practice is covered by legislation pertaining to vital records registration acts performed at a consular post.
